The project "National disability benefits portal and introduction of the Disability Card" includes the development of an information system by GRNET which will become the central service and information hub for people with disabilities.
Despite the numerous benefits given by both public and private bodies to citizens with disabilities, often under various eligibility conditions and procedures, there is a lack of a central information hub where the beneficiaries can be advised on the benefits and the procedures to be followed. Moreover, a key issue arises regarding the protection of personal data of citizens, which are often disclosed to different entities involved. The above has set the framework for the new project that aims at overcoming the currently existing difficulties.
The purpose of the Project is to give the beneficiaries the ability to:
- gain access, through an electronic interface, to their personal data, the benefits they are entitled to and their certificates,
- apply for the disability card (implemented as from 1.11.2022) and
- be served by a one-stop shop, through the information systems of the respective entities.
The National Disability Portal is a dynamically developing project, where additional functionalities will be gradually integrated.
More specifically, through the National Disability Portal, beneficiaries will be able to:
- submit a request for disability assessment and certification through the new digital services of the Disability Certification Center (e-KEPA);
- submit a request for the Disability Card;
- have access to available data maintained by the Digital Register of Persons with Disabilities and
- be informed about the available disability related benefits, as well as about the eligibility criteria thereof.
At the same time, a digital registry of disability certifications will be developed, where all existing certificates, already stored in digital files, will be transferred, automatically.
The aim is to support citizens with disabilities so that they can get served without having to submit the same documents to different authorities (such as KEPA, OPECA, Regional Offices of Transport or Social Services, Municipal Services, KEP, etc.) related to the benefits they are entitled to and the Priority Axis "Increasing access to effective and inclusive social policies".
The main benefit is that people with disabilities will be served efficiently and get informed centrally from a digital Portal that will provide all necessary services and information, facilitating their daily life and downsizing bureaucracy. In addition, the State will be able to follow an effective and targeted public policy regarding citizens with disabilities.
Through the disability card, the beneficiaries will have the same rights and benefits as they currently do (from all Ministries) without having to display their disability certification documents. The card may also be used as a European disability card. The various organisations (both public and private) providing benefits, will be able to securely confirm the eligibility of the beneficiaries, without processing sensitive personal data.
The users-beneficiaries of the Information System at hand are estimated to approximately 400,000 and will be able to be served as daily users of GRNET's digital services designed in the context of the digital transformation of the Public Sector.
The project has been included in the Recovery and Resilience Fund , which is financed by the European Union – Next Generation EU.
