The “Development of the National Digital Academy Application Ecosystem” project aims at the implementation and operation of a digital ecosystem that will constitute the central infrastructure of the Public Sector and offer  structured, effective and systematic planning and implementation of programs in order to enhance digital competences  of citizens.

More specifically, the new application ecosystem will be configured to operate on the RE-cloud infrastricture of GRNET, replacing the existing National Digital Academy platform (NDA).

The implementation of the project will bring the following benefits:

• Easy, unified and integrated citizen access to appropriate digital training, education and awareness-raising activities, while drastically reducing the fragmentation of the relevant educational programmes that is currently observed.
• The design of a unified framework for the development of digital competences among participants in the ecosystem and increasing availability of digital content, compatible with the framework, through the NDA ecosystem.
• Facilitation and acceleration of the establishment of mechanisms for the recognition and certification of citizens' digital competences
• Support for data-driven, evidence-based public policy making and the design of programmes to develop and promote digital competences
• An increase in the number of digital literacy programmes, so that they can serve as many citizens of the country as possible compared to the existing platform, both the general population as well as  specific groups.

The project will be implemented in 3 sub-projects.  More specifically:

• The first sub-project includes the design, development, configuration and operation of the NDA application ecosystem for the development of digital educational content, based on educational design guidelines and specifications.
• The second sub-project includes:
  • specialised technical and scientific support and supervision, aiming at the evaluation of the deliverables of the first sub-project
  • the development of digital e-learning materials based on the principles of distance learning and the European reference standards for digital competences
  • horizontal monitoring, coordination and overall management of the project.
• The third sub-project includes the promotion and publicity of the project, aiming at the promotion of the services offered by the National Digital Academy application ecosystem, with the final target audience being citizens, digital educational content providers and public policy makers.

The National Digital Academy was created and has been operational since 2019 with the aim of accelerating the digital literacy of citizens, especially the vulnerable population, strengthening the digital profile of employees in the Public Administration and SMEs, and changing the educational model towards digital literacy.

It is addressed to:

• citizens, offering the possibility of information and access both to digital courses and to structured learning paths, designed on the basis of appropriate digital profiles and specifications; it also offers the possibility of receiving personalised recommendations for further education, based on modern tools for self-diagnosis of digital needs.
• providers of digital educational content, offering the possibility of integrating their courses into NDA, in the context of developing synergies in order to scale up actions for the acquisition of digital competences.
• public policy makers, who can use the platform to provide e-learning to their human resources, and to develop training policies based on digital training indicators extracted from the NDA ecosystem.
