The primary objective of the GR-HDAB project is the establishment of a National Health Data Access Body (HDAB) and the development of the necessary national infrastructure to support and promote the secondary use of health data, as well as the secure interconnection with the corresponding European centralised cross-border infrastructure HealthData@EU.
In particular, the objectives set by the project concern:
- The establishment of national services and infrastructure: setting up a functional health data access body and providing services and infrastructure enabling interaction between this body, data holders and data users. The services and infrastructure shall enable:
- the health data access body to receive, process and respond to data access requests,
- data users to provide access to traceable and accessible lists of metadata from health datasets,
- access to secure processing environments.
- The development of cross-border services and infrastructure: creating a digital portal for health data access provider participation in the cross-border infrastructure for secondary use of health data (HealthData@EU) when it becomes available, ensuring:
- the interconnection of the health data access operator with entities authorised to participate in the infrastructure for secondary use of health data at cross-border level
- the interconnection of the health data access operator with the central services provided by the European Commission.
Health data, one of the key priorities set by the European Commission in the field of healthcare, aims to create a European Health Data Space (EHDS).
The data will comply with the strict requirements of the General Data Protection Regulation and will benefit researchers, companies and institutions in areas such as:
- Supporting new therapies
- The creation of innovative medicine
- The creation of predictive models in the field of health
- The design of health policies
- Developing new medical devices, etc.
GRNET participates in the project as an affiliated entity, being the main pillar of the development of the technological infrastructure of the project. More specifically, GRNET will have a key involvement in the following:
- developing the mechanism by which applications for processing authorisations will be granted (Data Access Appl ications management solution)
- maintenance of an appropriate catalogue of data sources (National Dataset Catalogue for health data)
- creation of a secure processing environment for health data.
In addition, GRNET will contribute to other project activities, such as the design of cross-border services and infrastructure, training in the use of the applications and monitoring of performance measurement indicators, and will participate in the promotion and exploitation of the project results.
The project is coordinated by the Ministry of Health and the participating partners, in addition to GRNET, are the e-Government Center for Social Security (IDIKA) and the Hellenic Digital Health Cluster (HDHC) (the latter does not have active participation in the funding).
The funding will be 80% European, while the equity participation (20%) will be provided by the Public Investments Program (PIP) of the Ministry of Health or by the Ministry of Digital Governance by agreement between the two Ministries.
