(National Infrastructures for Research and Technology) hosted a three-day hybrid meeting at its premiseson 11-13 November 2025, bringing together GRNET, <\/span><b>The Lisbon Council<\/b><span style=\"font-weight: 400;\">,<\/span><b> Bron Innovation<\/b><span style=\"font-weight: 400;\">, <\/span><b>\u00c4ventyret<\/b><span style=\"font-weight: 400;\">, and <\/span><b>DF\u00d8 <\/b><span style=\"font-weight: 400;\">partners of the <\/span><b>GovTech4All project-Pilot 4 <\/b><span style=\"font-weight: 400;\">\u201c<\/span><b>Public Service Marketplace<\/b><span style=\"font-weight: 400;\">\u201d. The workshop aimed at defining the pilot\u2019s objectives, as well as identifying challenges and success factors, thus setting the context of collaboration and future actions toward the provision of a fair and innovation-friendly Public Services Market Place.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Over the course of the meeting, partners worked through a series of collaborative exercises designed to address key challenges methodologically, focusing on:<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Making procurement simpler, fairer, and more interoperable so that innovation can scale across borders<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Integrating the Public Services Marketplace into the public operating system, where public and private innovation can meet under democratic rules of interoperability and trust.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Defining measurable objectives and success criteria to guide the pilot\u2019s progress and assessment.<\/span><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">The team also explored how the pilot aligns with broader European landscape through the following topics:<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">European Landscape &amp; Benchmarks: Positioning the pilot among ongoing EU and national initiatives.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Interoperability in Practice \u2013 One System View: Connecting legal, semantic, technical, and organisational dimensions of interoperability.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Policy &amp; Legal Alignment: Identifying early policy barriers and opportunities.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Architecture &amp; Governance Foundations: Agreeing on the pilot\u2019s initial architectural and governance assumptions.<\/span><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">Pilot 4 partners also examined the long-term value and sustainability of the Marketplace. Discussions focused on defining its potential impact, business logic, and sustainability pathways beyond the project lifetime.
